This perspective is aligned with the most recent epistemological and theoretical innovations in the field of International Relations and Strategic Studies, which expose the gap within both areas in understanding particular local realities and contexts that do not automatically conform to the field's mainstream theoretical propositions (LAKE, 2013).

From this standpoint, research produced in a country like Brazil—characterised by a colonial past and social exclusion, and marked by a dependent and asymmetrical insertion into the international system—needs to be conscious of this reality and reflect on solidarity-based approaches to ensuring development, security, and sovereignty in its international relations. Such a perspective conceives regional security, situated within the context of the South/Third World, as a complex environment arising from integrated, multidimensional, and multi-level structures and processes of International Relations, underpinned by four priority dimensions.

To better understand our analytical approach, you can access a detailed explanation of each of our four priority dimensions in the Research Themes menu. Each tab presents a specific framework, exploring the elements that comprise a multidimensional and integrated view of regional security within the African context, focusing on the Global South. This structure facilitates navigation and provides a more comprehensive understanding of the foundations guiding the studies developed herein.

Structural Changes and Strategic Partnership Axes

The first dimension addresses the asymmetrical and unequal structure of the international system, alongside structural changes associated with economic transitions and the rise and decline of great powers' political might. Such changes generate renewed interests and a fresh power projection from various external strategic partners into peripheral regions (such as the US, China, Russia, the European Union, the UK, India, Brazil, Turkey, etc.). This process opens up new arenas, action lines, and bargaining power for countries within these regions, including in the fields of Security and Defence (HALLIDAY, 1987, 1999; BRUCAN, 1983).

Integrated and Multi-level Security and Defence Dynamics

The second dimension highlights the configuration of regional security dynamics, which are complexly integrated and influenced in varying degrees by processes at domestic, regional, inter-regional, and global levels. The theoretical foundation of this dimension lies in Third World security theories, which argue that the security integration of countries in the South is characterised by the spillover of domestic instabilities. These instabilities often obscure deep-seated interstate rivalries and cross national borders, binding regions into complex relationships (BUZAN, 1983; AYOOB, 1991, 1995; AZAR; MOON, 1988).

Security and Defence Policies of Regional Powers and Atlantic African Countries

The third dimension asserts that, despite their vulnerabilities, States of the South in general, and Africa in particular, possess agency and the capacity to establish strategic priorities—whether overt or covert—in their foreign policy and security and defence policies. Regional powers, above all, maintain their own strategic priorities and policies that yield tangible outcomes in terms of alliances, rivalries, and regional security dynamics—factors often overlooked by great powers and superficial research (CLAPHAM, 1996; CHAZAN et al., 1999).

Scenarios for Brazilian Engagement within its Strategic Surroundings

The fourth theoretical-analytical dimension grounds the understanding of this reality within the social context of the research, namely its relevance to Brazil's National Defence and the stability of its Strategic Surroundings. Therefore, this section involves mapping risks and generating relevant scenarios regarding Brazilian engagement in events capable of directly or indirectly affecting its Strategic Surroundings. Regarding the conditions of Brazilian actions, practices aligned with the country's foreign policy are of paramount importance, such as security and defence diplomacy, technical cooperation, and peacekeeping missions (VISENTINI, 2016).

As bases teóricas para a análise da Segurança e Defesa da África aqui situam-se
